Why "Not Reported" Can't Prove an IP Is Clean

AbuseIPDB's model is after-the-fact reporting: someone has to be attacked / scanned / harassed by an IP and then manually report it before there's a record. That creates two inherent lags: a freshly-leased IP just turned into a proxy exit often hasn't accumulated reports and looks "clean" while being high-risk; and many attributes that matter most in risk contexts โ€” datacenter range, proxy status, non-native โ€” aren't "abuse behavior" at all and never appear in a report database.

So "no reports on AbuseIPDB" only means "nobody has reported it for bad behavior yet." It doesn't answer "will this IP be rated high-risk for signup / AI / storefronts." Treating it as the sole basis makes it easy to lower your guard on new datacenter IPs and clean-looking proxies.
